Is there anywhere in the code specifying the location of the main service disconnect as well as the operating controls for a hydraulically operated commercial trash compactor?

Yes it would follow the general rules in Art 110 and 240, specifically 110.16, 110.26 and 230.70

Maybe I wasn't clear......I was refering to the disconnect for the compactor not the building service disconnect.

Yes. See 110.26 and 110.16. For a motor load see 430.102 (A) and (B). You need a disconnect within sight of the motor and motor controller. this may be two disconnects. One is required to be readily accessbile and the other is accessible.
