If I install a 45kva transfomer less than 12" from a plywood wall and paint the plywood with that flame retardent panel board paint will I be in violation of Art450.21(A)? Would that panel board paint be considered a"fire-resistant, heat-insulated barrier"? I do have the 12" spacing, but by installing the XF closer to the wall,it will make it easier for me to run my prmary and seconary circuits.

I do not believe that the "fire-resistant" paint would be considered a "heat-insulated barrier".
Also you would want to check the spacing requirements of the transformer for proper ventilation.

Bill,
Look at the exception to the section. You can install the transformer 6" from the wall without any additional changes.

II. Specific Provisions Applicable to Different Types of Transformers

450.21 Dry-Type Transformers Installed Indoors.

(A) Not Over 112? kVA. Dry-type transformers installed indoors and rated 112? kVA or less shall have a separation of at least 305 mm (12 in.) from combustible material unless separated from the combustible material by a fire-resistant, heat-insulated barrier.
Exception: This rule shall not apply to transformers rated for 600 volts, nominal, or less that are completely enclosed, with or without ventilating openings.

Don, I'm missing where the 6" exception is?

I am assuming that the transformer complies with the above and you are not required to keep it 12" from the wall. The only reason i used 6" is because that is the minimum permitted space for most ventilated transformers.
