Where can I find in the code book about having multiple circuits from two different panels in one 7c /12 tray cable cord?
 
I don't think that there is anything to prohibit that, but the cable will have to contain EGCs from each panel.
I am not sure I was totally clear. I have one tray cable, like an SO cord, that has 7 conductors. Blk, R, B, Br, Or. Y, and R with a blk stripe. Is it up to code to use two circuits out of one 120v panel and one circuit out of another 120v panel in one tray cable (SO cord)? Where would i find that int he code book?

There is only one EGC in the 7 conductor tray cable - 3 hots, 3 neuts; one EGC. Can you use one j box for two or more panels, if they are the same voltage?

There is nothing in the code that prohibits conductors from multiple panels being in the same cable. raceway, or junction box, and they can be of different voltages as long as the insulation on all of the conductors is rated for the highest voltage in the cable, raceway or enclosure.

Since you are coming from two panels, you need an EGC from each panel. Those two EGC could be connected together at a junction point and then continue with just a single EGC.
