I've never seen a continuous conductor to ground/bond cable tray. Only jumpers. Looks like they are showing both a jumper and a continuous conductor.

Does this make sense?

It is the design and is code compliant. Often the designers of telecom systems specify grounding and bonding that far exceeds the code requirements.
Based on the drawings this is likely a bid project, and the drawings are part of the contract documents. You could bid it and take exception to the requirements.
