I know about "abaonded" conductors, but where does the Code say that a "spare" conductor - identified for future use, must be capped or the end insulated?

I don't think you will find any such requirement in the NEC for normal building wiring. (390.7 gets close for underfloor raceways)

If it is an unused conductor, not connected at either end IMO you do not have to mark or insulate it.

If it was still connected to a potential power source at one end IMO common sense and perhaps OSHA rules would require the other end to be insulated.
 
Crawl through the Job specs.

Client should have a bookful of typical boilerplate contract language, defining work specs.

Ours are listed under wires and cables.

Starts off -

Wire and cable that is left for future use shall be disconnected at each end with ends taped and sealed weather-tight, and identified as spare to be reused.

Probably pretty typical "class 1" language for a contract.
