Why those questions are made so tricky? They are good for millenniums but not for old-tired minds. My answer should be (A) but also, my family had a "parking garage" in the house in South-America, and you cannot eliminate romex with a partial basement adding 3 + floors, so (D) apply too ... ???? LOL, maybe I should start thinking in retiring ...

The limits for number of floors have been removed from the NEC. Now you would use the construction type to determine if NM is permitted. Look at 334.10.
