Tricky question: Commercial parking lot.....

I have a 4160 circuit running under a commercial parking lot. Under Table 300.50, Column #6 , "under special conditions", it states that it requires a 24 inch deep trench. Can i use column #3 "under general conditions", with RIGID conduit, and need a trench ONLY 6 inches deep or do I have to use column 6 "special conditions".... My inspector is telling me 24 inches instead of 6... Big difference...Thank you!!!

Since your conditions ( commercial parking areas ) is specified in column six and general conditions are for conditions not otherwise specified. I would say you must use column six
