Tripping 50 amp breaker

I am looking to purchase a new construction 2 family in NY. During the walk through in the rentable apartment I was turing all of the lights and electrical heaters on and trip the main breaker(50 amps).
Most of my question was answered in other posts. But a few were not answered. My question is when Turning on all of the electrical heaters and lights at the same time does the 50 amp circuits take into account any amp spike when the heater are coming on? My logic is that the 50 amps should be more then enough to turn everything on at once. Also how can I measure how much amp is coming across the main. Would a simple amp meter touching a contact from the main breaker to ground give me that? also what gage wire should I see for an 50 amp circuit or a 100 amp circuit? I want to make sure if they increase the breaker the wiring is ok. Thank you in advance!-Vito
