Troubleshooting CFL in Panasonic Fart Fan

So this was really weird today, not sure how to explain it. Trimming a new house, had installed 2 of these:

They have 2 quad CFLs & lil incadescent night light. The CFL work fine in one
& nothing in the other. If I move the bulbs from the bad one to the good one, they don't work. Then put the good bulbs back in the good fan & they didn't work till about 10 minutes later. Its really strange. Could a bad bulb do weird things to the good fan ballast? Is there a way to trouble shoot voltages? Or the bulbs themselves? I dunnoooo...
Any suggestions welcome,

i was just thinking, its not a compact fluorescent in the fan, its a quad pin
fluorescent, the ballast is in the fan. i measured 120V @ the connectors that
the light part plugs into the main fan jbox. i dunnooo.

No real help here but I want to voice my displeasure for those 4 pin bulbs.

I hate them because they break way to easily and I end up being exposed to mercury.

I would do as suggested and open the connection box and make sure that all the wires are under the wirenuts. Possibly 2 things going on at once - a bad bulb and a loose conection.

I have had a brand new unit with a bad bulb once.
