troubleshooting flourescent ballast

Hi , I was wondering if there is a way to tell if a ballast is good using a meter.Say if you have 120v going to the ballast what kind of voltage should you see going to the light pins.Say using a standard 4 foot flourescentlight as an example.Any help is greatly appreciated.

Advance Transformer's Pocket Guide To Fluorescent Lamp Ballasts.

It depends on your lamp type. Preheat F40T12 - 108V, Instant Start F40T12/IS - 385V, and 2 Lamp Rapid Start F40T12 - 256V.
