I am working on a heat trace circuit that is not working. I checked for continuity between the two conductors, and they have continuity. Is this because of the semi conductor, or is it possible there is a short in the wiring? The breaker is on and doesn't trip like there is a short, but the cable itself doesn't work. Any suggestions?
