Troughs for pull boxes

Saw today a 2" conduit and a 1 1??/4" conduit running side by side each entered a separate 6"x6"x24" trough. The long side of the trough went from north to south the conduits each went into the west side of the trough near the north end and came out the east side of the trough near the south end.
The wire in the conduits is 200amp and 100amp panel feeders.
I wrote a violation for not complying with 314.28(A)(2).
I can't see any exception that would allow this, even though the conduit entry and exit were 20" horizontally apart

I was told IL didn't have any codes in place. What's the deal with this rumor?

6 x 2 = 12
and
6 x 1.25 = 7.50

Basic math, good call.

Anybody look at 2005 376.23(A)? I'm not seeing why that wouldn't apply.

No I'm not suggesting it's okay to pull 4/0 into the side of a 6X6 wireway.

The state of IL does not have electrician licensing and it has not adopted any state wide code. Every municipality adopts it's code on it's own. Usually it would be some version or year of the NEC. Around Chicago many adopt the Chicago version of the 1999 NEC. (it's about 80% the same word for word, and basic code numbering as the 99 NEC)
