Well, lets say you have two or more panels located on a wall or backboard. There is wiring that needs to be run from one to another.
1) You could mount a trough either below or above the row of panels with a nipple from each panel to the trough. Your common wiring would be contained in the trough and the removable cover would make it easy to add more or make changes in the future.
Or-
2) You could use a piece of EMT with connectors to go from panel to panel, in one side and out the other. You would have to space the panels farther apart. But the bigger concern here is that you would have all that wiring running through the panels.
Whether to do it one way or another is a design issue depending on the amount of wiring, cost, and what you want it to look like. None of this comes under the NEC though certain aspects of fire systems do.
