Tires have enough carbon back in them to be somewhat conductive at higher voltages. The current flow through the high reistance path of the tires often with cause enough heat for the tire to start on fire.

For Sale: Slightly used boom truck. This puppy is HOT! It really smokes! Ready to go to work for you with lots of energy! Battery is fully charged. You'll really burn up the jobs with this truck. Smoke color. Engine may run warm at times.

Just imagine the phone call the EC got from the GC on this project.

"Hey I need you out here right now, we have an electrical fire, and if my building burns up your gonna pay!"

Tires (assuming they were or are good insulators) or any insulator for that matter can always be breached, just depends on the voltage impressed across the insulator.

Air is an insulator and lighting makes from the clouds to earth, bit further than the size of a tire.
