T'Shooting Automotive AC Relay Circuit

Wifey grumbled that the cabin air isn't cooling in her car. Sure enough, the clutch isn't engaging when AC is activated. Yet the clutch engages when I run a lead straight to 12v, so the field coil is good. I plugged the OEMTOOLS 27211 into the AC relay socket and it indicated a short (according to the tool's literature) on 86--I read ~6vdc to ground on this lug. The service manual isn't much help here. Anyone know what ~6vdc on 86 means, and what my next t'shooting steps should be?
