TV flickers

A service technician called me today about a problem he was having about a TV flickering at a customers residence. Another electrical company had been to this residence about a month ago and could not solve this problem so a few days ago this tech went to the mobile home and changed some of the devices out from the typical self contained devices used in a mobile home to normal devices to try to remedy the problem. Seemed okay for a while but now the same problem is back.

Here is the scenario:

There are at least 3 switches as well as one receptacle located in the bathroom on with the TV circuit.

Switch one is the first to receive power and it operates a flush mount outside door light
Next in line is the bathroom receptacle
Switch 3 operates the bathroom fan
Switch 4 controls the ceiling light in the bathroom

All have the correct voltage and terminations have been checked and re-checked

An oscillating fan is used in the bathroom but when this fan is unplugged from the bathroom receptacle the TV blinks. It does not go off but momentarily loses its power

Same thing happens when the switch 3 bathroom fan is turned off

Switch one and switch 4 have no effect on the TV.

Things he has tried:

Replaced TV receptacle
Checked all panel connections including neutrals
Checked voltage at TV receptacle while this occurred with only decimal voltage differences
Plugged TV into different circuit with no problems.
Checked neutral connections at each device location
Plugged fan directly into TV outlet and TV flickered.
Circuit is currently on a tandem breaker and verified that the TV is on with these devices.
All devices have correct voltage

Other than installing a dedicated circuit for the TV what else can be tried. Don't want to leave a dangerous situation for the customer.

Sounds like the TV is simply reacting to the loads as they go on and off. Have them install a good quality UPS and call it a day. It should largely filter out the pops and dips.
