In Washington we can use a "Class B" permit, $10 for low voltage, for an entire building, random inspection. About 40,000 used a year.
 
In my area a permit is certainly required for LV work, however, I can assure you that for typical residential work they do not get taken out for strictly low voltage work. Commercial is another ball of wax entirely.
 
The state requires it, but is not locally enforced. They wouldn't even know how to sell you one if you attempt to buy it.

On a new electrical install, they won't even look at any LV that's been installed.

How does the random inspection work? Permit is pulled, but only a possibity of an inspection? That is something we've brainstormed, but never actually heard of in practice.
 
I just pulled a LV permit in CT WOW $115.00. Telephone, data, cameras and burg/fire panel. Glad I didn't tell them what the job really cost.

Require and enforced here, even residential. Too many guys were skating by with no permits (read-no fees) and shoddy installs for too long.
 
You have to pay for a LV permit on almost every job here. They even make you remove all of the old stuff if its an upgrade. You really have to pretend to be suprised if you want a CO for the demo work.
