TVSS Enclosure mounting height

Good morning. We are specifying a surge protective device for each of a client's two 800A main panels. The problem is that the only wall space for these SPD cabinets is directly underneath the main panels...there is a vertical height avalable from the floor to the bottom of each main panel of 27" and the SPD cabinets are 12" square. I read in the NEC that breakers and disconnect switches have a maximum height restriction (<= 6'7") but don't see anywhere a restriction on being mounted too low. The area around these main panels is protected by bollards and there is no chance of flooding. Any commnets on this low mounting height?

There is no minimum hieght that they need to meet, and I dont think there is a max hieght either as long as it dosen't have a "handle". All of them I have installed have had fuses in them but them but no disconnecting handle, the disconnect was always in the panel not the TVSS.
