TVSS Mounted to the side of a Transformer

I was walking a project today and noticed that the TVSS for the branch circuit panelboards have been (Factory) mounted to the side of the 75KVA Harmonic Mitigating transformer (Manufactured By Hammond).

I am not sure how this can be done since there is not any overcurrent protection for this unit.

Has anyone ever seen this before?

Maybe the unit was internally fused. We order ours that way. Either way, there has to be a disconnect somewhere. You are permitted to connect them to the supply side of a service, but you still have to have OCP and a disconnect.
