TVSS overcurrent protection

I have a TVSS made by Eaton company and the drawing shows no overcurrent protection, it’s directly connected to the bus. Does the NEC allow this?

What section of the NEC permits the device to be connected to the line without an OCPD? Also a lot of suppliers and manufacturers are showing the TVSS connected inside of the utility side of the equipment, I have never had utility company personnel allow anything in their side of the equipment. Any thoughts?

110.3(B). Type 1 SPDs are listed to be installed on the line side of the service disconnect without an OCPD. As far as the utility, they can set their own rules for things under their control. The line side of service equipment within the service equipment enclosure is not under the control of the utility. A connection in the meter socket would be under the control of the utility.
