TVSS (surge suppressor) at meter can

Help please!!!!!

I have a customer requesting that a TVSS be installed at the meter can to achieve a type 1 installation. How do I achieve NEC and or UL compliance in connecting this to the load side of the meter trim. I havent seen any information from the main meter trim manufacturers saying "double lugging" a TVSS at the meter trim is listed. The TVSS manufacturer shows that their product can be installed at the meter trim.

I am lost on this one.......

Could you do a tap connection to a service rated panel and put it next to the meter?
 
You will need to check with the utility. Ours does not permit the connection of surge protection at the meter enclosure.
 
The ones that I use are either installed on the line side of the main breaker. (Type 1) Or in the sub-panel on a 2 pole 20 amp breaker. (Type 2)
 
Got it, the meter can may not be "approved " by the power company. If I install it at the main panel, and connect ahead of the main breaker, I still seem to have the double lug on the line side of the main. This seems to me to be a UL, or NEC violation. I am still trying to find a way around the potential violation issue.

Some POCOs offer a SPD that goes between the meter and socket. This is an excellent option as it has zero lead length
