Two breakers (different sizes) one circuit.

Greetings.
There is a house which my friend has purchased that somehow passed an electrical inspection, which contains something I have never seen before. To shut off lights to his kitchen area both a 15 amp breaker and a 20 amp breaker need to be switched off. If only one of the two breakers is switched off, the system will remain energized. I have never seen this before and deep down in my heart I think it must be wrong, but I am not smug enough to believe I have any form of electrical expertise... and so I ask you, the kind knowledge filled people of this forum for your wisdom.

so.. one circuit (general lighting in a kitchen) two differently sized breakers (15 & 20 amp). Is this safe :?, I vote nay.

a little house history... it seems the previous owner flipped a renovation in the kitchen and took down a wall to make an island (which they never bothered to install an outlet in). My guess is that somewhere lurking in a junction box (or more likely under wads of electrical tape) in the attic they tied the general lighting to the receptacle that used to live in the wall they shrunk down into an island.

We cannot help you fix the problem but it seems like the lights are double fed somehow. This means there are 2 circuits going out feeding the same wires. Get an electrician to fix it.

IOW two circuits were ran and somehow likely got inadvertently connected together somewhere. They are on same line or "phase", if they were on opposing lines there would be a short circuit between the two lines and at least one of the breakers will have to be off or tripped at all times or it goes boom.
 
Bottom line: it is a potentially dangerous situation and needs attention from an
electrician.
