Sam which year NEC are you looking in.

In the 2002 NEC there is no direct requirement to install breaker blanks. :D

You could say 110.27(A) requires the breaker blanks.

Re: Two Conductors Under One Terminal

My picture book says to look at 312.4 for "unused openings must be closed in a manner that affords.................

Obviously 312.4 is a typo.

110.12(A) is for openings used for conductors. Same with 312.5(A) and 314.17(A).

Is it allowable to leave a breaker hole in an enclosure?

You guys put up some posts before I finished this. I guess I come to the same conclusion you do Bob.

Re: Two Conductors Under One Terminal

I haven't looked at 110.27(A) yet, I'll be right back. :)

Re: Two Conductors Under One Terminal

Sam here we go just for you.

1999 NEC

110-12(a) Unused Openings. Unused openings in boxes, raceways, auxiliary gutters, cabinets, equipment cases, or housings shall be effectively closed to afford protection substantially equivalent to the wall of the equipment.
I have read that some inspectors were reading this as all openings must be effectively closed including drain holes in 3R equipment and unused mounting holes etc.

So it was changed for 2002 NEC

110.12(A) Unused Openings. Unused cable or raceway openings in boxes, raceways, auxiliary gutters, cabinets, cutout boxes, meter socket enclosures, equipment cases, or housings shall be effectively closed to afford protection substantially equivalent to the wall of the equipment. Where metallic plugs or plates are used with nonmetallic enclosures, they shall be recessed at least 6 mm (1/4 in.) from the outer surface of the enclosure.
Now they have started a list, (cable and raceway openings) not a great idea as what is not in the 'list' is not covered by the code.

Surprisingly this remains unchanged in the 2005 NEC

Re: Two Conductors Under One Terminal

I'm going through a pile of paper right now. you guys have been very handy, saving me some time. Thank you.

This one in particular is rather interesting in that, you can stick your damn arm into this service panel, (I wouldn't be surprised to find a rodent move in there either) and that's ok as long as you put a piece of white tape on the black wire when you're supposed to. :D

I just don't see the balance sometimes. :D

Re: Two Conductors Under One Terminal

Beleive it or not, I actually like the format of the 2005 rules in 110.12 and 408.7.

The problem with the 99 version of 110.12 is that you would get over-zelous inspectors making people put duct tape over 3/16" mounting holes and weepholes. The 2002 took care of that problem by making it clear that the intent is to cover unused openings intended to be filled my a wiring method. The problem with the 2002 is it doesn't address the breaker issue without going to 110.27 and almost having to strecth it. I think the 2005 addresses both problems well, but Bob, you bring up a good point about the "list" format. On the other hand, what type of enclosure is not covered in the list that could create an enforcement problem?
