Two Family Dwelling Grounding Electrode Conductors

I'm pretty certain this isn't a compliant method of establishing a common grounding electrode connection, but I figured that I would check.

Two family home, two panels in the basement next to each other, GEC out of one to the ground rods, GEC out of the other to the water pipe. Bare jumper installed between the grounded terminal bar in each panel.

Any thoughts?

You're correct, that's wrong. Each panel must have its own, independent electrode connections.

They may share electrodes, and shared GECs may even be tapped, but not a jumper from another panel.

Thanks, I was pretty sure it was a violation, but after encountering it a few times I was starting to question myself.
