Unless the "hallway" is actually the ground level exterior entrance/egress area the OP is attempting to comply with 210.52(E)(1) or (E)(2) where applicable, the reference given to the common area (not being a dwelling hallway) is 210.52(H). Now depending on the "location" in question as stated you might get one there from my first reference. However, only the OP knows the location facts.
Just some thoughts to support which direction you (as the designer) are leaning.

What may raise concern is which one of the tenants electric service will it be coming from?
You may want to put 2 receptacles in that hall (each side, one off each tenant). So it's fair as far as usage/billing goes.

I thought the question was simple....I got a duplex that shares a common area outside that looks very much like a Hallway. Do I treat it as a hallway and require a receptacle in accordance with section 210.52(H)...and the answer is NO. But I gave a good argument for getting one out there (if it applies) because as someone said its just a good idea...and all good ideas need a foundation of support...and I like being that pillar of support. :angel:
