Two family house - side by side.
It is (or at least was) common practice to use a dual meter (one service) with the service disconnect for each dwelling unit located in the panelboard (main circuit breaker) of that dwelling unit (which is in the dwelling unit). AKA not grouped together.

For two family houses only - Is this code compliant?

I don't know of any change other than the emergency disconnect rule in 230.85 if you are under '23.

Lots of newer duplexes in Denver...all I have seen have individual service drops.

Interestingly, some I have seen have common water service and separate sewer. Probably saved on tap fees.
