No. You can still pull a "round house", "full boat", aka MWBC you just need either a two or three pole breaker or handle ties.

You can buy nm cable and mc that is called 12/2/2 or 14/2/2. These have 2 circuits but you can still buy 12/3 mc or nm

Perhaps he is referring to the fact that multipole breakers or handle ties must be used and he doesn't want to do that. This is not a new code so I am not sure what he is talking about either.

As others have said it is not required by the NEC, but it is a requirement that is often found in the engineer's design specifications.
