Two Services in the same conduit

The situation is this is a 480 vac lift station, one service comes from the power co to the meter can and then to the double throw switch. The second one comes from a stand by generator and it goes to the Automatic transfer sw and then to the double throw switch. My question is can I run the conductors from the power co to the ATS in the same conduit coming from the ATS to the control panel?

But 270.7 says Conductors other than service conductros shall not be installed in the same service raceway or service cable. Aren't these both service conductors?

You could always install a service disconnect between the power co. feed and the control panel. Then there are no service conductors in the control panel. No problem as long as there are no emergency loads supplied from the transfer switch.
