two services

we have a project where we have utility going into a 480volt panel
we also have a 480volt generator going into a 480 volt panel
they have equipment that when they want to use, they use the generator power,
question, is this two services into a building, i am looking in the code,
is the generator considered a second service?
where do i look in the code for generators or sencond service?
there is also going to have an ats between the two panels, i got that

Does the generator have its own grounding/bonding setup? Does the ATS break the neutral also?

A service can only come from a utility, anything generated on site will be feeder conductors. See article 100 definition of service.

That said then rules for feeders supplying separate buildings or structures are pretty much the same.

I never said it was a service. I only asked how the generator was setup.
