Two Structures: 230.2 allowance

Please confirm my thinking....
Existing Structure "A" has a 400 amp meter, a 200 panel and a 200 amp disconnect feeding Structure "B" via an underground 3" conduit.
Contractor wants to add 2nd 200 amp panel at "B"
(Total load on the two structures will be less than 400 amp)
1st thought was two 200 amp feeders through the 3" conduit but 2017 Code will not allow 2 feeders to separate building.
That led to Plan 1 to install one 400 amp feeder to a j box and tap to the two 200 amp M/B panels.
Plan 2 is to come directly off the meter base installing service conductors to Building B using the Exception 3 to 230.40
Question being:: Can 2 sets of service conductors be installed in the conduit with each set terminating in 200 amp adjacent panels based in the wording in 230.2 classifying two sets 1/0 and larger as one service

Look under 230.2 which sends us to 230.40 exception 2

230.2 Number of Services.

A building or other structure served shall be supplied by only one service unless permitted in 230.2(A) through (D). For the purpose of 230.40, Exception No. 2 only, underground sets of conductors, 1/0 AWG and larger, running to the same location and connected together at their supply end but not connected together at their load end shall be considered to be supplying one service.


230.40 Exception No. 2:
Where two to six service disconnecting means in separate enclosures are grouped at one location and supply separate loads from one service drop, set of overhead service conductors, set of underground service conductors, or service lateral, one set of service-entrance conductors shall be permitted to supply each or several such service equipment enclosures.

Of course?

Also, if you are the AHJ, you could make a 90.4 judgement to partially waive the requirements of 2017 NEC 225.30 and allow the use of 2020 NEC 225.30(B), since the adoption of that allowance into the NEC is clearly a recognition that it achieves an "equivalent objective" of "establishing and maintaining effective safety."
