Two transformer - one sub panel - Help!!!

Here is the situation.

I have a 480v three phase panel feeding two transformers both 480v primary

#1 75kva 240 delta with a center tap (x6) neutral
#2 15kva 208/120 with (xo) neutral

I have a machine that has 26 Vac @60hz from ground back to any one of the conductors with the main off.

If transformer #1 & #2 have there Netrual points bonded to ground , does that mean that basically they are bonded together (x0 & x6) ?

also I see that there is no current earth ground rod for either transformer or their secndary side panels, nor does the 480v panel have and earth ground round.

The transformer are maybe 6" apart from one another.

help me......

I'd like to know exactly what two points are you touching the voltmeter to, and what happens with the main on.

It almost sounds like capacitance between an ungrounded system and the earth. It would be easier if I were there.
