Type 1 SPD directly bolted to EZ Meterpak bus?

I’m installing a 12 meter EZ Meterpak system with a main 400A fused disconnect, and I’m really trying to figure out if there’s any reason I cannot attach lugs to each bus bar for a Type 1 SPD. Otherwise I have nowhere else to attach it to as each meter only has a space for a 2 pole breaker. I’m attaching a photo of the disconnect with arrows to the buses I’m referring to. I haven’t chosen a SPD yet so any suggestions in that department are also welcome. Thanks guys.

Yet, another case where CODE requirements take no consideration of reality.
Mount the SPD externally and use one on the existing holes in the bus. I doubt the utility will allow you to install a 30A fused disconnect without a meter.
