Type AC cable above suspended Ceilings

Can AC cable be supported by the ceiling grids ?
I looked at this building and it has AC cable running
to the lights and wall outlets and all of it is supported
by the suspended ceiling. It is a commercial building.
in a shopping center.
 
300.11
(A) Secured in Place. Raceways, cable assemblies, boxes,
cabinets, and fittings shall be securely fastened in place.
Support wires that do not provide secure support shall not
be permitted as the sole support. Support wires and associated
fittings that provide secure support and that are installed
in addition to the ceiling grid support wires
shall be
permitted as the sole support. Where independent support
wires are used, they shall be secured at both ends. Cables
and raceways shall not be supported by ceiling grids.


The cables have no other support they just lay on top of the
ceiling tiles and run across grids to the light or to run down the
inside of the wall to an outlet.
Does the Support wires on the grids count as supporting the AC Cable
 
The part at the bottom in bold tells you that laying the cables on the grid is wrong. They need to be supported from ceiling wires that are not part of the support system for the grid.
 
If the runs are 6' or less for the fixtures and the runs down the walls were fished it may be legal.
