type NM cable

I am using type NM cable to wire a insulated post and Beam residential "barn". There isn't any hay in it though....... The insulation is on the exterior and so are the wires. The wires are channeled within the 5" eps foam board properly mounted on stackers. , Foam board which is fastened to the exterior plank material. This plank material is essentially our interior finish. The foam is covered with Weather resistive Barrier (WRB) . The wires are not per the electrical code 'in use' in a damp or wet location because they are located on the dry side of the WRB, however the electrical inspector failed the inspection claiming they are in a wet/damp location. What do you all think? Is this a violation of the code because cable are in a damp location or because it was installed and inspected on a dry day intended to be immediately covered from the elements right after the inspection? Does it matter that the cables are installed "outside" even though they will be covered as required??
