type of cable permitted in a conduit

My client's electric service is 300' form the base to the house. they ant a 120V20 amp wiring run from house to base. Can a 120V 20 amp line be run in the same conduit that is bringing the 400 amp entre calbe to the house?
 
No. The service conductors cannot share a conduit with any other circuit. Reference NEC 230.7.
 
Wouldn't it be easier to put a small panel at the meter base to provide this 20A circuit instead of running a 300' long circuit all the way back to the meter? If they truely have a 15A or 20A load, you're going to need a large wire or will need to use a small transformer at each end.

Seems to me the least expensive install would be Service conductors (3 wires) in a 300' run to house and a tap off of those to a small SUSE panel near the meter.
