Type USE cable.

I recently saw type USE cable installed in a in a pvc conduit feeding the line side of a meter socket in an overhead service.
I just want clarification that this is incorrect because of 338.12(B)(2).

It would not meet Code unless it is dual-rated with another acceptable listing such as RHW which is often the case with USE

As gus stated it must be dual rated and most use cable is dual rated today. It needs to also be sunlight resistant
