Type W cable vs SO Cord for 5W

I have a lab which has purchased a new electronic power supply. They want to plug it into a 208Y/120 Volt, 30A, 5 wire twistlock receptacle (NEMA L21-30R), and want me to order them a cord and plug for it. If the neutral is counted as current-carrying, then, using SO cord, #8 is not sufficient, with an ampacity of 35*0.8 = 28A, which does not comply with NEC 240.5(A); #6 would be required with SO cord. Even if I didn't have a neutral, the ampacity of #10 SO cord would still not be sufficient, I'd need #8

If I use type W or type PPE Cable, then #10/5C would be sufficient. However, I cannot find anyone who makes anything smaller than #8.

The catalogs for both Hubbell and Leviton state that the max. termination on a 2811 plug is #10 wire, so I can't use #8.

Does anyone know of a source of type W cable in sizes smaller than #8? NEC table 400.4 implies that it should exist.

Table 400.5 shows derating for flexible cord including SOOW and type W cables.
