If a light conforms to ul standard does that mean it is ul approved for instance an elite can light has the verbage meets ul standard is that less than a can that states ul certified TIA
 
No, the term "meets UL standard" does not mean it is listed. (UL does not approve anything)

Manufacturers use this wording for marketing purposes.

Norm I believe that Elite Recessed cans are ETL approved. That is a certified 3rd party approval.

ETL is a NRTL (Nationally Recognized Testing Laboratory) but is does not approve anything either, it also lists equipment. :smile:
