Ufer Ground- 20 ft of continuous rebar?

For a ufer (CEE) the NEC says at least 20 ft of 1/2" rebar. Does that mean on continous, solid 20 ft section or can sections be tied together with the normal ties to make up the 20 ft?

Shorter sections may be tied together to make 20 ft.

250.53(A)(3)

Reinforcing bars shall be permitted to be bonded together by the
usual steel tie wires or other effective means.

Unless CA has an amendment then a ufer is required for new construction as of 2008 ( it was req. in 2005 but is now clarified). The rods would be fine for service upgrades etc.
