ufer ground bonding to rebar

The ground system is this : 500mcm for 50ft tapped 6x's(4/0) to the vertical rebar via cadweld. My thoughts were why the vertical and not the main horizontal. And when I lay the 500mcm do you forsee any problem w/ being on the top side of rebar at the bottom side of cage. Puts me within 6'' of earth.
Any thoughts are appreciated
 
Heres an 08 change.

250.50(3) Concrete-Encased Electrode. An electrode encased by at least 50 mm (2 in.) of concrete, located horizontally near the bottom or vertically, and within that portion of a concrete foundation or footing that is in direct contact with the earth, consisting of at least 6.0 m (20 ft) of one or more bare or zinc galvanized or other electrically conductive coated steel reinforcing bars or rods of not less than 13 mm (? in.) in diameter, or consisting of at least 6.0 m (20 ft) of bare copper conductor not smaller than 4 AWG. Reinforcing bars shall be permitted to be bonded together by the usual steel tie wires or other effective means. Where multiple concrete-encased electrodes are present at a building or structure, it shall be permissible to bond only one into the grounding electrode system.
 
Thanks. As far as location of the horizontal gec 500mcm would it matter to be on the underside or top side of the bottom portion of the cage. The footing is approx 4ft deep. gec would be within 6'' of earth on topside of rebar
 
I wish I could explain why. I am going off of a spec handed yesterday. I have been reading some other threads and i am starting to think of lightning?
 
Article 250.66 b states that the grounding electrode conductor for a ufer ground

shall not be required to larger than #4 awg copper.
