I was always told the portion of rebar that connects to the GEC should be 20' continuous but the code reads it can be made up of sections, tied together.

That would mean the the stub that pokes out would only need to be a short section that ties into the rest of the structure. Does this sound right?

I was also told to leave two portions exposed, 20' apart, so the inspector can test for continuity. I've never seen them do this.
 
You need to have 20' encased in the concrete, that can be 20-1' pieces tied together with wire ties. Test for continuity? He can't measure 20' of rebar with a tape measure?

Yes use a acorn clamp listed for rebar. If the wall will be finished install a 2 gang mud ring at the acorn clamp and 4 copper connection

Your WAC rules 296-46B 250 has several ways the AHJ can verify continuity. Another option is a video inspection
 
rebar needs to be encased in concreate with copper wire connection. you leave it exposed it will corrode and you will eventually lose your ground. you should have inspector out to inspect forums and rebar prior to pouring concreate. personally i would want ground conductor connecting to multiple pieces of long continuous rebar, i'm a over achiever...

It is permitted to turn up a piece of rebar out of the footing and make the connection there. It would then be required that the connection be accessible.
 
I wonder if he would accept two exposed sections 10 feet in opposite directions from your connection point?
Four exposed sections at 5 feet at 90 degree spacing?
