Can 1/2" rebar exiting the footing from the bottom verticly be used to hook up to the #4 copper ground wire? This same piece of rebar also exits through the sill plate and is tied to over 20' of rebar in the footing.
When I worked on houses 200 amp service they would stub the rebar up into the wall of the garage wall and we put a 2 gang box where the #4 would connect later.
In commercial I have always ran bare 3/0.

Yes it can but the connection point must remain accessable. The most common way is for one to be run up and painted green. That way everyone knows what it is.
