Ufer ground for Xfmr, Service panel and Bldg Panel

I terminated the Ufer ground wire to the *
ground bonding screw in the transformer.
The other two green wires are bonding the Service panel(3ph *
277/480V) and the Bldg panel (1ph 120/208V) panel.
However the City Inspector is asking to intercept the Ufer ground *
wire(with exothermic procedure) to either Service or Building Panels.
Please advice
 
Is the Ufer the only grounding electrode available?

Read through 250.24 and 250.30.

Both the service and a separately derived system require a GEC.

The service requires it to run to any point from load end of service drop or lateral up to the service disconnecting means.

The SDS can have it run to any point from the source to the first disconnect depending on where system bonding jumper is located.

If a single conductor is used for both it must be large enough for which ever system requires larger GEC.

I would run it to the system requiring the larger conductor (if both require the same then to the service) and tap to the other. Exothermic weld should not be required but irreversible connection is.
