Ufer Ground in a slab with footings

I've got a house coming up that will have footings and a slab so i plan to install a Ufer in the footing. The panel will be on an interior wall so my question is what is the best way to get the ground connection to the panel?

I figure I could either run #4 bare copper from the footing and stub it out below the panel or I could run a piece of rebar in the same fashion. Rebar is cheaper I would think.

What is the best way to do this? thanks
 
In our area building code enforces no exposed rebar so we have stubbed rebar up in the wall, then put some sort of cover over the sheetrock(like a return air register) to keep the connection accessible. My preference is #4 copper sleeved in pvc.
