I agree you cannot "over ground" the system, the key is to ensure that the neutral is only grounded once.

One potential way in which you might over ground the system would be if you set it up such that lightning-associated earth currents would end up flowing through the EGCs causing a harmful transient voltage offset.
Same reason Mike Holt opposed the requirement for "auxiliary" electrodes in a PV system. But in those cases there also might not be a "competent" wire bond between the two electrodes.
