H Ufer did his research on what we now call a concrete encased electrode and the IEEE report was published in 1960.
What code cycle was the ufer ground adopted, and what was the section in Article 250?

Per the Soares book, sixth edition, page 234. H.G.(George) Ufer describes an installation of made ground electrodes on 24 building in 1942 in Arizona. This was not added in the 1959 or1962 codes. It is in the 1971 (250-83(a). I dont have the 65 or 68 books handy.

In the 1971 NEC 250-82(4) it talks about "concreat encased steel reinforcing bar or rod systems of underground footings or foundations, where the total lenght, diameter and depth below earth surface are not less than 5o ft., 3/8", and 2 and 1/2 ft respectively."
This is a differant section from 250-83(a).

Ufers orginal use of the concrete encased electrode was in Arizona for bomb bunkers, during WWII. He then went back to the orginal installation and checked the results, perhaps this was in the late 1950's. He then did a research project on the west coast resulting in the paper published in 1960.
