UFER in switchgear

I was told that the Ufer has to be grounded to the switch gear first then to the main ground bus bar. Does it matter which one it hits first or is that a builder spec?

What are you calling "main ground bus bar" something mounted to a wall? In large commercial installations it is typical to see all of the electrodes connecting to a ground bus via GEC's and then connected from the ground bus to the service.
