If your ground rods don't pass ground rod testing and the inspector wont pass, but your ufer at the main is within10 ohms and is attatched to all the panels in the building is it enough to use that or do you have to have ground rods at every panel? Just looking for loop hole maybe........

If you have more electrodes than a single rod there is no minimum to test to. IOW's if a single rod does not get down to 25 ohms just add a second and your done regardless of earth resistance. If there are other electrode types as part of the GES it's the same.

Installing GE's and bonding to the grounded conductor down stream of the Main can not only cause problems, it is also a code violation

Is this dealing with a performance specification?

Welcome

Ground rod (S) do not have to pass any test(s). What are these rods doing since it sounds like you already have an electrode present and installed?

Our Master Electrician will typically install ground rods for all service, but installs ufer grounds for generators. I have yet to ask him why, but would like to get input on the benefit/difference from the perspective of an inspector.

No loop hole needed, CEE's do not require any ground rods.
