Hi.
1) I got a ufer that is cut by construction worker and the length remaind above the ground is about 6 in. how can I extend it and should I use a conduit to cover the ufer or not. I want to mention that panel is 600 amp.

I would contact the AHJ and see what they deem acceptable.

IMO, the conductor sticking out of the concrete is the end of the grounding electrode, and you should be able to use a reversible connection to a GEC on back to the service. However, some believe the Ufer ends when it no longer is at the bottom of the footer/foundation and is no longer encased in 2" of concrete.

In that case you would have to exothermically weld your GEC to the wire sticking out of the concrete.

There was a recent discussion of this, but I didn't have any luck pulling it up.

is there ever a time when exothermic welding is required and irreversible compression connectors are not permitted?

Along those lines, is there an irreversable compression connector that is rated to connect to #4 copper and #4 rebar?

There is no requirement for that connection to be irreversible. A listed mechanical connector is fine.
