It is a concern. I've noticed that OSHA tends to focus all their energy into enforcing the construction industry. The construction industry made up only 17% of the workplace fatalities in 2011. Makes you wonder why they are not focusing on general industry where the bulk of the fatalities are coming from. I don't really blame the local OSHA area office, because they are severely understaffed. Last I checked, our OSHA office here in Oklahoma only has 12 or so inspectors for the entire state. I have spoke with a few of the inspectors while they conducted inspections of our facilities, and they say 90% of their time is spent on doing fatality investigations. The remaining 10% of time is done doing paperwork, court, follow-ups, etc, leaving almost no time to actually conduct random inspections.
